Waste to Energy Programme Highlights

1. Applications/Proposals will be accepted through Online portal only (https://biourja.mnre.gov.in/)

2. Last date for submitting the applications under these guidelines shall be 31.12.2025.

3. Indian Renewable Energy Development Agency Limited (IREDA) shall be the implementing agency for the Programme.

4. Under this programme, self-funded projects will also be eligible for Central Financial Assistance (CFA).

5. Grant of CFA to plants which intend to add capacity to the existing plants will also be considered. CFA for such plants will be considered only for the enhanced capacity.

6. Phased/milestone-based CFA will be granted for bank financed BioCNG projects under SATAT initiative.

7. Developers shall share plant generation data with MNRE or any other designated agency (except Biomass Gasifiers), through installation of SCADA System/remote monitoring system.

8. Plants installed with new equipment/machinery only shall be eligible for CFA under this programme.

9. Municipal Solid Waste (MSW)/Refused Derived Fuel (RDF) to power projects based thermal technologies (Incineration, Gasification, Pyrolysis etc.) are not supported under this programme.

10. Financial assistance available under the Programme on Energy from Urban, Industrial and Agricultural Wastes/ Residues for setting up Waste to Energy plant is as follows:
i) Biogas generation: Rs 0.25 Crore per 12000cum/day
ii) BioCNG generation (including setting of Biogas plant):
a. Rs 4.0 Crore per 4800 kg/day (for BioCNG generation from new biogas plant)
b. Rs 3.0 Crore per 4800 kg/day (for BioCNG generation from existing Biogas plant)
iii) Power generation based on Biogas:
a. Rs 0.75 Crore/MW (for power generation from new biogas plant)
b. Rs 0.5 Crore/MW (for power generation from existing Biogas plant)
iv) Power based on bio & agro-industrial waste (other than MSW): Rs 0.4 Crore/MW
v) Biomass Gasifier:
a. Rs. 2,500 per kWe with dual fuel engines for electrical application
b. Rs. 15,000 per kWe with 100% gas engines for electrical application
c. Rs. 2 lakh per 300 kWth for thermal applications
vi) 20% higher CFA for special category states (NE Region, Sikkim, Himachal Pradesh and Uttarakhand, Jammu & Kashmir, Ladakh, Lakshadweep, Andaman & Nicobar Islands) and Gaushalas/Shelters.
11. The amount of CFA for grant of ‘In-Principle Approval’ would be calculated on the basis of installed capacity as per proposal and shall be on pro-data basis to the installed capacity of the plant. -
12. The developer may choose any one of the following agencies for inspection of the plant:

(a) Concerned State Nodal Agencies for Renewable Energy (SNAs); or
(b) Sardar Swaran Singh National Institute of Bio-Energy (SSS-NIBE); or
(c) Biogas Technology Development Centre (BTDC)
Biomass Programme Highlights

5. Bagasse based Biomass Cogeneration projects are not supported under the Biomass programme.

8. Financial assistance available under the programme is as follows:
i) Briquette/ Pellet Manufacturing plants: Rs. 9 Lakh per MTPH (metric ton/hour) manufacturing capacity
ii) Biomass (Non-bagasse ) cogeneration projects: Rs. 40 Lakhs/MW (on Installed Capacity) -
9. The performance inspection agencies for Biomass projects are:
i) For Briquette/Pellet Manufacturing Plants:
o Concerned State Nodal Agencies for Renewable Energy (SNAs); or
o Sardar Swaran Singh National Institute of Bio-Energy (SSS-NIBE)
(ii) For Biomass (non-bagasse) cogeneration projects: Concerned State Nodal Agency (SNA) and Sardar Swaran Singh National Institute of BioEnergy (SSS-NIBE).
